throng は「大群」という意味の名詞。
語源は古英語 thringan「力をかけて中に入り込む、ぎゅうぎゅうに押す」から来ています。

feral [フィ]ァラォで「野生化した、野良になった」という意味の形容詞。
もともとの野生動物には wild を使います。

not be around なので「姿を消す、なくなってしまう」です。
(not) much longer で「そんなに長く（はない）」です。

A Hawaii County law で「あるハワイ郡の法律」
county カウンティで「郡」です。
set to ～ で「～することになっている」という意味のコロケーション。
A Hawaii County law を後ろから修飾しています。
例：JAL is set to raise international fares.「JALは国際貨物運賃を値上げすることになっている。」
(set to) take effect で「効力を発揮する（ことになっている法律）」です。
take effect で「（法律が）発効する、実施される」です。
at the start of the new year で「来年の年初に」
その法律が、
bans ～ で「～を禁止する」です。
(bans) feeding feral animals で「野生化した動物に餌を与えること（を禁止する）」です。
on county property. で「郡の所有地で」です。
property「不動産、敷地」です。
この場合もやはり土地を意識するので前置詞は on が自然です。
