This winter is the frostiest で「この冬は最も凍てついている」です。
frostiest は frosty「凍るような、ひどく寒い」の最上級。
ここでは比喩的に「（関係が）冷え切った」という意味で使われています。
in over a decade で「ここ十年以上の中で」です。
in ～ は期間を限定して「～内で、～の中で」
over a decade で「十年以上」
for relations between China and Japan. で「中国と日本の間の関係にとって」です。
relations は、関係性には様々な側面があるという意味で基本的に複数形で使います。
As Chinese officials see it, で「中国の当局者たちの見方では、」です。
As ～ see it, は「～の意見では、～の見方では、～からすれば」という意味のコロケーション。
comments made by Japan’s prime minister, Takaichi Sanae, about Taiwan までが主語で「日本の首相である高市早苗の台湾に関する発言」です。
comments made by ～ で「～によってなされたコメント」です。
make a comment で「コメントする、発言する」という意味のコロケーション。
(by) Japan’s prime minister, Takaichi Sanae, で「日本の首相、高市早苗氏（によって）」です。
about Taiwan「台湾について」です。
not only infringed on its sovereignty で「中国の主権を侵害した（だけではなく）」です。
not only ～ but also …「～だけではなく…もだ」の言い回しです。
infringe on ～ で「～を侵害する」です。
its sovereignty で「中国の主権」
sovereignty [ソ]ヴリンティで「主権、統治権、支配権」という意味の名詞。
だけでなく、
but also resurrected ～「～を生き返らせもした」です。
resurrect リザ[レ]クトゥで「～を蘇らせる、死者を生き返らせる」です。
(resurrect) the ghosts of Japan’s imperial past. で「日本の帝国主義の過去の亡霊たち（を蘇らせた）」
ghost「幽霊、亡霊」はここでは「過去のネガティブな記憶」を比喩的に表しています。
China is pushing で「中国は押して（攻勢を強めて）いる」
on several fronts で「様々な面で」です。
front は「前線、正面」から「（活動などの）分野、領域」です。
on business front「ビジネス領域において」
in response「その対応として、それに答えて」
— and ～「そして～」
it is in waging economic warfare で「それは、経済戦争の遂行においてである」
that it excels.「中国が秀でている（経済戦争遂行）」です。
wage warfare で「戦争をする」という意味の言い回し。
wage ウェイジは「賃金」という意味以外にも、動詞で「～をする、遂行する」という意味があります。
文法的には、
It is ～ that … の強調構文になっています。
通常の文に戻すと、
It excels in waging economic warfare.「中国は経済戦争をすることに秀でている。」です。
この文の in waging economic warfare を取り出して It is ～ that … で強調した形です。
それではまず文節に分けて日本語に訳し内容を理解して下さい。
