オーウェルは未来の管理社会を描いたディストピアSF『1980』の作者として有名ですね。

for years past「過去何年にもわたって」です。
has been vitiated で「歪められてきた、損なわれてきた」です。
vitiate [ヴィ]シエイトゥは「～を損なう、低下させる、無効にする」という意味の動詞。
例：vitiate a contract「契約を無効にする」
名詞形は vitiation で「（空気などの）汚染、法的に無効にすること」です。
in the same way.「同じやり方で」です。
People can foresee the future で「人々は未来を予見できる」
foresee フォァ[スィ]ーで「（将来の出来事などが確実だと）～を予見する、予測する」
only when ～「～するときだけ」
it coincides with their own wishes, で「それが自分自身の望みと一致する（時だけ）」です。
it は the future（未来）を指しています。
, and ～「また～」
the most grossly obvious facts で「全くもって露骨で明白な事実（でさえも）」です。
ここでの the most は最上級を使った強調で「これ以上ないほど、あまりにも」と訳せます。
grossly は単に「非常に」というだけでなく、「目に余るほど、不快なほど」というネガティブな強調としてよく使われます。
例：grossly contaminated「ひどく汚染された」
ここでは grossly obvious で「ひどく明白な」です。
can be ignored「無視され得る」です。
ここでの can は可能性を表して「～し得る、～する可能性もある」です。
when they are unwelcome.「それらが歓迎されない場合は」です。
they は facts を指しています。
それではまず文節に分けて日本語に訳し内容を理解して下さい。
