で「さて、このダーク・プレイグラウンドという場所は、先延ばし癖のある皆さんなら誰でも、とてもよく知っているはずです。そこは、本来なら遊んでいる場合ではないはずのときに、娯楽をしてしまう場所のことです。」という意味になります。

Now, ～「さて～」
the Dark Playground is a place that ～ で「このダーク・プレイグラウンドは～な場所だ」です。
all of you procrastinators out there で「みなさん全員、世の中のすべての先延ばし魔」です。
all of you「あなた方全員」
you procrastinators で「先延ばし魔であるあなた方」です。
このように代名詞の直後に名詞を置いて「～である…」という意味が作れます。
例：We Japanese are ～「私たち日本人は～だ」
out there は「外では」という意味から発展して「世の中の、巷の、世間の」という意味でも使われます。
例：It’s a tough world out there.「世の中というのは大変な世界だ。」
know very well.「とてもよく知っている（場所だ）」です。

It’s where ～「それは～な場所だ」
leisure activities happen「レジャー活動が発生する」
leisure activities とは暇な時間にやることです。テレビを見たりスマホを見たり寝たりなどですね。
at times when ～「～な時に」
単純に when ～ だけよりも、「そういうタイミングで／そういう状況の時に」というニュアンスが付け足せます。
leisure activities are not supposed to be happening. で「レジャー活動が本来なら発生していないはず（の時に）」です。
be supposed to do ～ で「本来なら～するはずの」という意味の言い回し。
例：He’s supposed to be here.「彼はここに来るはずになっている。」

それではまず文節に分けて日本語に訳し内容を理解して下さい。

このダークプレイグラウンドは～な場所だ

世の先延ばし魔のみなさん全員が

know very well.
とてもよく知っている（場所）

It’s where
それは～な場所だ
