で「教育システムは若者だけのものだ、という考え方は捨てなければならない。なぜなら、20歳のときに知っていたことの半分は、40歳になる頃にはもう真実ではなくなってしまうような世界なのだから。しかも、40歳のときに知っていることの半分は、20歳のときにはまだ発見すらされていなかった。」という意味になります。
We have to abandon the idea that ～ で「私たちは～という考えを捨てなければいけない」です。
abandon ～ で「～を遺棄する、捨て去る、断念する」という意味の動詞。
どんな考え（the idea）かというと、
(that) schooling is something restricted to youth. で「学校教育は若者だけに制限されたものだ（という考え）」です。
schooling で「学校教育、専門家から受ける指導」です。
something restricted to ～ で「～だけに限られたもの」
youth ユースは不可算の集合名詞で「若者たち」という意味です。
How can it be? で「どうしてそんなことがあろうか？」という意味。
どうしてそんなことがあろうか？（いやそんなことはない）、という反語表現になっています。
強い否定（＝そんなはずはない）を導くための修辞技法です。
in a world where ～ で「～な世界にあって」です。
どんな世界かというと、
(where) half the things a man knows at 20「20歳の時に知ることの半分が」
are no longer true at 40「40歳にはもはや本当ではない（世界）」です。
half the ～ で「～の半分」という意味。half of the ～ の of が省略された形。
例：half an hour「30分」、half the price「半額」
a man は、ここでは「男性」ではなく、一般的な「人」という意味。
– and ～「そして」
half the things he knows at 40 で「40歳で知ることの半分は」
hadn’t been discovered「発見されていなかった」です。
過去完了形で、ある特定の時点よりも前のことを表します。
when he was 20「その人が20歳だった時には」
最後の ? は、How can it be とつながっています。
