social reform で「社会改革」
most ～ in decades で「ここ数十年で最も～な」となっています。
consequential は「（社会的に）重要な、影響の大きい」という意味の形容詞。
名詞形は consequence で「（必然的に導かれる）結果、帰結、物事の重大さ、重大性」です。
has hit a wall. で「壁に突き当たっている」です。
hit a wall で「行き詰まる、壁に当たる」です。
hit は過去・過去分詞形とも hit-hit-hit と変化しない不規則動詞です。

Blighty は、イギリスを自らの故郷として表現する際に用いられる愛情こもった表現です。
The Economist の英国政治系ニュースレターの愛称です。
reported on ～「～についてのリポート記事を書いた」です。
(on) how the assisted-dying bill is being held up で「安楽死法案がどのようにして棚上げされているのか（についての）」です。
assisted-dying で「安楽死、介助されての死」です。
bill は「法案」
be held up で「棚上げされて、足止めされて」です。
in the House of Lords で「上院で」です。
the House of Lords はイギリスでの「上院、貴族院」の呼び方。
by a handful of peers で「ほんの数名の上院議員によって」です。
handful は「たくさんの」と間違いやすいですが「ほんの一握りの、ほんの数個の」という意味です。
peer は「同僚」という意味でもおなじみですが、ここでは「上院議員、貴族」という意味。
例：British peer「英国貴族」
British peer は上から、
公爵（duke）、侯爵（marquess）、伯爵（earl）、子爵（viscount）、男爵（baron）です。
who have proposed hundreds of amendments. で「（それらの上院議員たちは）数百もの修正案を提案している」です。
We asked readers ～ で「我々は読者諸氏に～を聞いた」
what they thought about ～「～についてどう思うか」
(about) assisted dying「安楽死（について）」
and ～「すると～」
they responded in droves.「読者たちはぞろぞろと返答してくれた」
in droves は「大挙して、わんさと、群れを成して」という意味の言い回しです。
返答が「殺到した」というニュアンスです。
They were overwhelmingly ～「読者たちは圧倒的に～だった」
(were) in favour of changing the law.「その法律を変えることに賛成（だった）」
in favour of ～ で「～に賛成で」です。
反意語は against ～「～に反対で」です。
