Russia has grown increasingly reliant on China because of Western sanctions and Chinese support for the war in Ukraine. Although both say their collaborations are purely civilian, Western officials believe otherwise.
で「中国は近年、北極圏での野心的な動きを強めている。だが、この地域における中国の活動は、ロシアとの連携を背景としているため、アメリカ、カナダ、そしてヨーロッパ諸国にとって真に憂慮すべきものとなっている。西側の制裁と、中国によるウクライナ戦争への支援のために、ロシアは中国への依存をますます強めてきた。両国は協力関係が純粋に民生目的のものだと主張しているが、西側の当局者たちはそうは考えていない。」という意味になります。
China has ramped up its Arctic ambitions で「中国は、北極圏での野心的な動きを強めている」です。
ramp up ～ で「～を徐々に強める」という意味。
ramp は「傾斜」という意味ですので、ramp up で傾斜を少しずつ登っていく、という言うニュアンスです。
Arctic は「北極圏」という意味の名詞です。逆の「南極」は Antarctic アン[タ]ークティクです。
ambition は「野心、野望」
in recent years.「近年、ここ何年かで」
But ～「しかし～」
Chinese activities in the region are ～「中国のその地域での活動は～」
genuinely troubling で「本当に憂慮すべきものだ」です。
genuine で「本当の、本物の」
troubling は、進行形ではなく、形容詞で「厄介な」です。
for America, Canada and Europeans で「アメリカ・カナダ・ヨーロッパ諸国にとって」です。
Europeans は「ヨーロッパ人」という意味でも使えますが、ここでは「ヨーロッパ諸国」です。
because of ～「～のために、～のおかげで」
the country’s alignment with Russia.「同国のロシアとの連携（のために）」
the country は China の言いかえ表現です。
つまり、中国とロシアの連携が背景にあるので、という意味です。
Russia has grown increasingly reliant on ～ で「ロシアはますます～に依存的になってきている」です。
grow ～ で「次第に～になる」という意味が作れます。
例：I grew impatient.「だんだん我慢できなくなってきた。」
ここでは grown reliant on ～ で「～に依存的になって」です。
reliant は「依存して、頼った」です。
動詞形は rely ですね。
(reliant on) China で「中国（に頼って）」
because of ～「～のために」
Western sanctions「西側諸国の制裁措置」と
and ～「と～」
Chinese support「中国の支援」
for the war in Ukraine.「ウクライナでの戦争への（支援）」
Although ～「～だけれども」
both say (that) ～「両国は～だと言う」
their collaborations are purely civilian,「自分たちの協力関係は純粋に民間レベル（だと）」
civilian は「（軍や軍人に対して）民間の、一般市民の」です。
, Western officials believe otherwise.「西洋諸国の当局者たちはそうは信じていない。」です。
believe otherwise で「そうでなく信じる、違う見解である」です。
officials は「（政府機関などの）官僚、役人たち」を指します。
それではまず文節に分けて日本語に訳し内容を理解して下さい。
