Gulf はここでは the Persian Gulf を指して「ペルシャ湾」を指しています。
例：Gulf nations「湾岸諸国（ペルシャ湾周辺の国々）」
It has already drawn in all eight countries で「それは既に全8か国を引きずりこんでしまった。」です。
draw in ～ で「～を引きずり込む」という意味の句動詞。
例：draw in an audience「観客を引き込む」
(all eight countries) that border the Persian Gulf, で「ペルシャ湾に接する(全8か国）」です。
border はここでは動詞で「～に境界を接する」です。
ちなみにその８か国は、
Iran, Iraq, Kuwait, Saudi Arabia, Bahrain, Qatar, United Arab Emirates, Oman となります。
along with ～ で「～と一緒に、～もろとも、さらに～も、加えて～も」
more than half a dozen others. 「そのほか6か国以上」
a dozen で「12」なので、half a dozen で「6」です。
Many officials expect ～ to … で「当局者たちの多くは～が…すると予想している」
officials は「当局者たち、政府関係者たち」です。
(expect) the fighting to continue for several weeks. で「その戦闘が数週間続くものと（予想している）」です。
How it will end が主語で「それがどのように終わるか、その終わり方」
is difficult to predict,「～は、予測するのが難しい。」
predict は「（データ・分析・専門知識にもとづいて）予測する」です。
expect はもっとカジュアルに「（普通はそうなるだろうと）予想する」というニュアンス。
, in part because ～「その理由の一部としては～だから」
partly because ～ とも言えます。

ever-shifting で「絶え間なく変わる」です。
shift は「（位置や方向を）変わる、移る」という意味の動詞です。
