で「分別のある人間は自分を世界に順応させる。分別のない人間は、世界のほうを自分に合わせようとしてあくまで頑張り続ける。したがって、あらゆる進歩は“分別のない人間”にかかっているのだ。」という意味になります。

The reasonable man で「分別のある人」です。
reasonable [リ]ーズナボォで「理性的な、道理をわきまえた」という意味の形容詞。
The reasonable man は the が付いているからといって特定の人を指しているのではなく、総称の the の用法です。
the + 単数可算名詞で「～というもの」という意味になります。
例：The tiger is a dangerous animal.「虎というものは危険な動物だ。」

adapts himself to the world: で「自分自身を世界に適応させる」です。
adapt ～ to … で「～を…に適応させる、順応させる、合わせる」という意味の動詞。
このコロン（:）は、前半を受けて後半で内容を展開するもので、ここでは特に「reasonable man」と「unreasonable one」の対比を導いています。

the unreasonable one で「無分別な人」です。one は man を受けています。
persists in ～ing で「～することに固執する」です。
