this「このこと」は、前回の「権力とは他人に自分がしてほしいことをさせる力である」ということを指しています。
play out で「（作戦・劇・試合などが）展開する、実際に事が起こる」という意味になります。
in all arenas of life で「生活のあらゆる場面で」です。
arena ア[リ]ーナは元は「競技場」という意味ですが、「活躍の舞台、活動領域、分野」という意味で使わています。
例：economic arena「経済の分野」
どんな分野があるか具体例を出して、
