The third form of power is state action, government. This is the use of law and bureaucracy to compel people to do or not do certain things. In a democracy, for example, we the people, theoretically, give government its power through elections. In a dictatorship, state power emerges from the threat of force, not the consent of the governed.

The third form of power is state action, government. This is the use of law and bureaucracy to compel people to do or not do certain things. In a democracy, for example, we the people, theoretically, give government its power through elections. In a dictatorship, state power emerges from the threat of force, not the consent of the governed.
で「権力の第三の形態は、国家の行動、つまり政府です。これは、法律や官僚機構を用いて、人々に特定の行動を取らせたり、禁じたりするものです。例えば民主主義においては、理論上、私たち国民が選挙を通じて政府に権力を与えています。一方、独裁政権では、国家権力は統治される人々の同意ではなく、暴力の脅しによって成り立っています。」という意味になります。

The third form of power is ～「第三の権力の形態は～」
state action, government. で「国家の行動、つまり政府だ。」です。
state は「州」という意味もありますがここでは「国家」です。
同格のカンマ（,）で繋いで「つまり～」です。

This is the use of law and bureaucracy で「これは法律や官僚制度の使用である」です。
the use of ～「～の使用」です。use は名詞ではユースと濁らずに発音します。
to compel people to do ～ で「人々に～をさせるために」です。
compel で「～に強制的にさせる、～に強いる」という意味の動詞。
to do or not do ～ で「～をさせたり、させなかったり」
certain things.「ある特定のことを」です。

In a democracy, for example,「民主主義国家では、例えば」
we the people, theoretically, ～「我々国民は、理論的には～」
give government its power で「政府に、その権力を与える」です。
through elections. で「選挙を通して」

一方で、
In a dictatorship,「独裁国家では」
state power emerges from ～「国家の権力は～から発生する」
emerge from ～で「～から現れる、噴出する、出てくる」です。
(from) the threat of force, で「武力の脅し（から）」です。
, not the consent of the governed. で「統治される者たちの同意ではなく」です。
the governed で「統治される者たち、被統治者たち」です。
the + 形容詞の形で「～な者たち」という意味が作れます。
