で「TV司会者・科学教育家のビル・ナイ氏が推し進め、クラウドファンドでお金を集めて作られた小さな衛星が、今までより高い軌道まで押し進められた。宇宙空間でその帆に向かって吹きつける日光の力だけを使って。その新しい推進システムは、開発者が言うには、宇宙飛行を民主化する可能性があるとのことだ。」という意味になります。

記事によると、太陽から発せられるフォトン（光子）の勢いをセイルで受けて推進力に変える技術を「ソーラーセイリング」を言うそうです。
太陽光というと太陽光発電と勘違いしそうですが、そうではないんですね。

「小さなクラウドファンドでお金を集めた衛星、（それは）TV司会者で科学教育家のビル・ナイ氏がプロジェクト推進した」です。
crowd-fund はもうおなじみですね。
ネット上でみんなから少額の資金を集めてプロジェクトを立ち上げる手法です。
キックスターターが有名です。

satellite は「衛星、人工衛星」です。

has been propelled into a higher orbit で「より高い軌道まで押し進められた」となります。
propel は「前に進める、進ませる」という意味の動詞です。
propel into a higher orbit で「軌道を上げる」です。

using only the force of sunlight で「日光の力だけを使って」です。
blowing against its sail in space で「宇宙空間で、その帆に吹き付ける（日光）」ですね。
sunlight が blow（吹く）というとちょっと変ですが、この場合は太陽から発したフォトン（光子）が帆にぶつかるというイメージです。

a novel propulsion developers say could “democratize” spaceflight. で「新しい推進力、開発者が言うには、それは宇宙飛行を民主化する可能性がある」です。
a novel propulsion は直前の言い換えで「新しい推進力、新しい推進システム」という意味です。
developers say は挿入句的に「開発者が言うところでは」という意味になります。
(that) could “democratize” spaceflight. で「（それは）宇宙飛行を民主化するかもしれない」です。
democratize ディ[マ]クラタイズは「民主化する」です。
誰にでも宇宙飛行ができるようにするということです。
