Under the National Tax Agency’s guidelines, food and non-alcoholic beverages will be exempt from the rate increase, as will subscriptions for printed newspapers published twice or more a week.
で「国税庁の指針の下で、食べ物とアルコール飲料以外の飲み物は税率アップから除外される。また週に2回以上発行される紙の新聞の行動句も同様だ。」という意味になります。
Under the National Tax Agency’s guidelines, で「日本の国税庁の指針もの下で」となります。
the National Tax Agency は日本の国税庁の英語名です。NTAとも略されます。
ちなみにアメリカの国税庁は、IRS（Internal Revenue Service＝内国歳入局）です。
food and non-alcoholic beverages will be exempt from the rate increase で「食べ物とアルコール飲料以外の飲み物は税率アップから除外される」です。
non-alcoholic beverages は「非アルコール性の飲み物」なので、お酒を除く飲み物全般のことです。
beverage ベヴァリッジはお酒も含んだ「飲料、飲み物」全般を意味します。
be exempt from ～ で「～から除外される」となります。
exempt イグゼンプトゥは「除外された」という意味の形容詞です。
同型で動詞でも使われます。
例：exempt ～ from its application「～を適用から除外する」
名詞形は exemption イグ[ゼ]ンプション「免除、除外、控除、免責」
the rate increase はこの場合は「消費税の税率アップ」のことです。
rate increase で「率の増加」です。
increase はこの場合は名詞なので[イ]ンクリースとなります。
動詞の場合はインク[リ]ースとアクセントが後ろになるので注意しましょう
as will subscriptions for printed newspapers published twice or more a week. で「週に2回以上発行される紙の新聞の購読も同様だ」となります。
この場合の as は「～も同様に、～も」という意味です。
subscriptions for printed newspapers published twice or more a week が主語となっていて、
will 以降の述語は、前出と同様（be exempt from ～）のため省略された形です。
as に引っ張られて will が倒置（inversion）になっています。
接続詞than, asの後ろでの倒置というパターンです。

subscription は「定期購読、会員登録」という意味です。
毎月会費を払う形のサービスを指します。
