Elon Musk and Vivek Ramaswamy are keen to ～ で「イーロン・マスク氏とビベック・ラマスワミ氏は熱心に～したがっている」です。
be keen to do ～ で「熱心に～したがる」です。
(to) whip the American government into shape. で「アメリカ政府を正常な状態に何とかして持って行き（たいと思っている）」です。
whip ～ で「～に鞭打つ」です。
into shape で「正常な状態に」という意味になります。
shape には「形」という意味以外にも「健康、調子、もともとのあるべき姿」という意味があります。
例：get in shape 「体調を整える」

Their newly created Department of Government Efficiency (DOGE) で「彼らの新たに作られた政府効率化省（DOGE）」です。
newly created で「新たに作られた」
Department of Government Efficiency で「政府効率化省」です。
頭文字をとってのアクロニムが、DOGEとなります。

“super-high-IQ small-government revolutionaries” で「超高IQの小さな政府の革命児たち」です。
small-government「小さな政府」とは、公務員、政府組織、政府予算の規模を縮小し、規制を緩和して民間企業にできることは民間企業へ移管するという思想です。
to get to work on cost-cutting. で「コストカットに取り掛かるために」

It is easy to ridicule the enterprise. で「その大それた企てを冷笑することは簡単である」です。
ridicule ～ で「～をあざける、冷笑する」です。
enterprise は「大企業」という意味でも使われますが、ここでは「大掛かりな企て、冒険的な事業」です。
