Accusing it of “hundreds of billions of fraud and abuse”, Mr Trump will unleash his insurgents, fresh from feeding foreign aid into the so-called woodchipper.
で「大統領は今週、まもなくペンタゴン（国防総省）がイーロン・マスクの『政府効率化省（通称 DOGE）』の標的になると宣言した。トランプ氏は、ペンタゴンを『数千億ドル規模の詐欺と不正』の温床だと非難し、USAIDの海外援助をいわゆる『ウッドチッパー（木材粉砕機）』に流し込んだばかりの反乱者たちを解き放つつもりでいる。」という意味になります。

This week「今週、」
the president declared that ～「大統領は～と宣言した」です。
the president はドナルドトランプ大統領のことです。
declare は「～を宣言する、～とはっきりと断言する」です。
なんと断言したかというと、
(that) the Pentagon would soon become the target で「ペンタゴンがすぐにターゲットになるだろう（と）」です。
the Pentagon で「米国防総省」のことです。その５角形の建物の形状からきています。
the target for ～ で「～にとっての標的、～の攻撃対象」です。
例：easy target for crime「犯罪の格好の餌食」
(for) Elon Musk’s Department of Government Efficiency, known as DOGE. で「イーロン・マスクの『政府効率化省（通称 DOGE）』」です。
Department of Government Efficiency は「アメリカ政府効率化省」というイーロン・マスクが新しく立ち上げた省です。
, known as DOGE. で「DOGEとして知られた」です。
DOGE は Department of Government Efficiency のアクロニムになっています。

Accusing it of ～ で「それを～のことで非難して」です。
it は the Pentagon を指しています。
accuse ～ of … で「～を…のことで非難する」という意味のコロケーション。
hundreds of billions of fraud and abuse, で「数千億ドル規模の詐欺と不正」です。
fraud フ[ロ]ードゥで「詐欺、ペテン」
abuse ア[ビュ]ースは「虐待」という意味もありますが、ここでは「不正、悪用」です。
そう言って非難しながら、
Mr Trump will unleash his insurgents, で「トランプ氏は彼の反乱者たちを解き放つつもりだ」です。
unleash ～ で「（紐をほどいて）～を解き放つ」
insurgent で「反乱者、造反者」
例：insurgent troops「反乱軍」
fresh from ～ で「～したばかりで、～してまだ間もないのに」という意味の言い回しです。
(fresh from) feeding ～「～を…に流し込んだ（ばかり）」
feed ～ は「餌などを与える、給餌する」という意味の動詞です。
ここでは木材破砕機に餌を与えるというイメージで「～に流し込む」となっています。
(feeding) foreign aid で「海外援助を（流し込んだ）」
into the so-called woodchipper. で「いわゆるウッドチッパー（木材粉砕機）に」です。
ここでの foreign aid は何かというと、
アメリカの国際開発庁（USAID）が行っていた「海外支援」をトランプ氏が凍結したことを受けています。

それではまず文節に分けて日本語に訳し内容を理解して下さい。
