で「かつて中国では、住宅は簡単に売れ、当時選べる中で最も確実な投資先とされていた。しかし、4年にわたる市場の低迷の結果、現在では何百万もの住宅が売れ残っている。国内の不動産業者たちは、売れ残ったマンションをさばこうと、あらゆる手段を使っているところだ。」という意味になります。

Houses in China で「中国の住宅」です。
were once easy to sell, で「は、かつては売るのが簡単だった」です。
, the surest investment available. で「また選べる中で最も確実な投資（だった）」です。
surest は sure の最上級です。
available は「手に入る、入手可能な」という意味の形容詞ですが、名詞の後ろに置きます。

But ～「しかし～」
as a result of ～「～の結果として」
a four-year slump in the market,「不動産市場の4年にわたる低迷」です。
slump は「ドスン」という音からきた言葉で「落ち込み、下落」です。
in the market, は「そのマーケット」なので、不動産市場を指しています。
そういうことの結果として、
, millions of homes now sit unsold. で「現在は何百万もの住宅が売れ残っている」です。
sit unsold で「売れずに座っている」ですが、sit はここでは「～の状態のままでいる」という意味です。

Estate agents in the country で「同国内の不動産業者たちは」
are now using ～ で「今～を使っている」
all sorts of tactics で「あらゆる種類の戦術を」です。
tactic タクティクで「戦術」です。
in an attempt to shift flats. で「マンションを動かそうとして」です。
in an attempt to ～ で「～する試みとして、～しようとして」という意味のコロケーション。
shift ～ は「～を移す」という意味ですが、ここではイギリス英語の口語的な使い方で「売る、売りさばく」という意味です。
例：They slashed prices to shift unsold inventory.「売れない在庫を売ろうと値下げした。」
flat はイギリス英語で「マンション、アパート（の一室）」を意味します。
ここでは「分譲マンション」を指しています。
アメリカ英語では apartment や condominium などと言います。

それではまず文節に分けて日本語に訳し内容を理解して下さい。
