The fourth type of power is social norms or what other people think is okay. Norms don’t have the centralized machinery of government. They operate in a softer way, peer to peer. The fourth type of power is social norms or what other people think is okay. Norms don’t have the centralized machinery of government. They operate in a softer way, peer to peer. They can certainly make people change behavior and even change laws. Think about how norms around marriage equality today are evolving.
で「4番目の権力の形態は社会規範、つまり他の人々が何を良しと考えるかです。社会規範には政府のような中央集権的な仕組みはありません。それはもっと穏やかな形で、仲間同士の関係の中で働きます。それでも人々の行動を変えたり、時には法律さえ変えさせたりする力があります。たとえば、現在進行中の結婚の平等（同性婚など）に関する規範の発展を考えてみてください。」という意味になります。

The fourth type of power is ～ で「第四の権力の形態は～」です。
social norms で「社会規範」です。

norm は「規範、基準」という意味の名詞。
例：cultivate ethical norms「倫理規範を育む」
or ～「つまり～」
what other people think is okay. で「他の人々が何を大丈夫と思うか」です。
文法的には、連鎖関係代名詞節（入れ子構造）の用法になっています。
what is okay「何が大丈夫か、大丈夫なこと」に、
other people think ～ が入った形です。

Norms don’t have ～「社会規範は～を持たない」
the centralized machinery of government.「中央集権的な行政機構」です。
machinery of government で「行政機構、政府的な仕組み」
centralized [セ]ントゥラライズドゥで「中央集権化された」という意味の形容詞です。
反対語は decentralized ディー[セ]ントゥラライズドゥで「分散型の」です。

They operate in a softer way, で「それはもっと柔らかい形で稼働する」です。
They は social norms を指しています。
in a ～ way で「～な方法で、～なやり方で、～な形で」という意味のコロケーション。
, peer to peer. 同格カンマで繋げて「ピアツーピア方式で、個々人の繋がりで」です。

They can certainly ～「社会規範は確実に～できる」
make people change behavior で「人々に行動を変えさせる」です。
make ～ do … で「～に…させる」という意味の使役動詞の用法。
and ～「また～」
even「さらには」
change laws.「法律を変え（させる）」です。

Think about ～「～について考えてみてください」です。
how ～「どのようにして」
norms around marriage equality today「今日の婚姻平等まわりの社会規範」です。
marriage equality は「婚姻平等」です。同性婚のことですね。
男女カップルと同じ権利を同性同士のカップルにも与えることです。
アメリカやオーストラリアなど多数の国では同性婚が全国で合法化されていっています。
まさに社会規範（共有認識）が法律を変えた例です。
equality イク[ウォ]リティで「平等」
(how ～) are evolving. で「（～がどのように）発展している（かを）」です。

それではまず文節に分けて日本語に訳し内容を理解して下さい。
