で「資本主義は最近、新しいアメリカ型社会主義の最重要舞台であるニューヨーク市で、格差の祭典を繰り広げている。そしてこの街がこれ以上の熱気に包まれている様子はなかなか想像しがたい（それくらい盛り上がっている）。ニューヨーク・ニックスがNBAファイナルで戦う姿を現地で観戦するためには、最も安い座席でさえ数千ドル（数十万円）もするのだ。ほとんどの人々にとって、富裕層に交じってその光景を目にする望みなどもはや全くないのだ。」という意味になります。

Capitalism has recently been hosting a festival of ～ で「資本主義はここ最近、～の祭典を繰り広げている」です。
ここでは capitalism が主語になっており、抽象概念を人間のように扱う比喩表現、擬人化（personification）ですね。
has been ～ing と現在完了進行形で、直近から現在までの継続や頻度の高さを表し「ここ最近ずっと～している、最近しきりに～している」と訳せます。
(a festival of) inequality で「不平等の祭典／格差の祭典」です。
inequality で「不平等、不公平、格差」
in-（否定）+ equality「平等」
upon the most important staging ground of ～ で「最も重要な～の拠点で」です。
upon は on と同じ意味ですが、文語的で格調が高い感じがあります。評論文などでよく使われます。
staging ground は「活動の拠点、足場、基地、舞台」です。
もともとは軍事・作戦などで、部隊や物資を集めて次の行動に移るための「集結地・準備地点」を指します。
(of) the new American socialism, で「新しいアメリカ型社会主義（の拠点）」
, New York City.「（つまり）ニューヨーク市」です。同格のカンマですね。

And ～「そして～」
it is hard to imagine ～ で「～を想像しがたい、想像するのは難しい」
the city brimming with more excitement. で「この街が、これ以上の熱気にあふれている様子を」です。
the city は New York City を指しています。
brim with ～ で「～であふれる、～に満ちる」
ここでは反語的な表現で、つまり「この街は今、これ以上ないほどの熱気に包まれている」という意味になります。
excitement は「熱気、盛り上がり、興奮、活気」です。

With the cheapest seats going for thousands of dollars, で「最も安い席でも数千ドルで売られている状況で」です。
With ～ …ing の、with を伴った付帯状況の分詞構文です。
go for ～ は商品を主語にとって「～で売られる、～で取引される」という意味になります。
例：This watch goes for $500.「この時計は500ドルで売られている。」
, almost everyone has had no hope of ～ing で「ほとんど人が～する望みなどもはや持てなくなっている」です。
have no hope of ～ing で「～する望みがない、～する見込みがない」です。
(of) joining the elite「上流階級に交じって」
to watch in person「～を直に観戦する（望みがない）」です。
the elite は「エリート層、支配層、上流階級、富裕層」という意味の言い回し。
in person は「直に会って、直接その場で」という意味です。
(watch) as the New York Knicks compete in the NBA finals. で「ニューヨーク・ニックスがNBAファイナルで戦う（ところを観る）」です。
watch as S + V で「～するのを観る、～するのを眺める」という意味の言い回しです。
