今回は政治用語が多い文章です。

「民主党」= Democratic Party です。DPJ=Democratic Party of Japan と略されることもあります。
ちなみに現在は野党の「自由民主党=自民党」は Liberal Democratic Party です。LDP とよく略されます。

headquarters は「（軍隊などの）本部・司令本部」を意味します。ここから、会社の本社や政党の本部などを指して使うことが良くあります。

express は「急行」という意味でおなじみですが、今回は「表現する、表明する」という意味の動詞です。
名詞形は expression 「言い回し、言い方、表現方法、表情」です。

determination は「決意、決定」です。
動詞形は determine デターミン「決心する、決定する」です。

general election は「総選挙」です。
general は「総合の、全般的な、全体的な」という意味です。
