広島で開かれた「原爆死没者慰霊式・平和祈念式」の様子を報じたニュースからです。

で「木曜日、原爆爆心地の近くの平和記念公園で、鐘が鳴る中、何万もの人々が一分間の黙とうを行った。」という意味になります。

Tens of thousands of ～ は「何万もの～」という意味の慣用句です。

observed a minute of silence で「一分間の黙とうをする、黙とうをささげる」という意味になります。
observe アブザーヴは「観察する」という意味ですが、「法律や規則などを守る、順守する」という意味もあります。
例：observe one’s faith「信仰を守る」

as bells tolled で「鐘が繰り返し鳴らされる中」という意味。
as は「～しながら」という同時進行の意味の接続詞です。
toll は「鐘を繰り返し鳴らす」という意味の動詞です。
ヘミングウェイの「誰がために鐘は鳴る」の英語タイトルは、For Whom the Bell Tolls です。
お葬式の時に鳴らす鐘の音を意味していて、toll は「犠牲者、戦死者、犠牲」という意味もあります。
例：terrorism’s toll「テロによる犠牲」、take a heavy toll on society「社会に多大な犠牲を与える」

epicenter of the bombing で「その爆弾の爆心地」という意味になります。
epicenter は「爆弾や地震の中心地、震源地」という意味の名詞です。
