The media also touted the shinkansen as a “dream superexpress,” while not a few people were beginning to think the railway era had ended as automobiles and aircraft were coming into wider use.
で「少なからぬ人々が鉄道の時代は終わって、自動車と飛行機がどんどん使われるようになると考えて始めていた中で、メディアもまた”夢の超特急”として新幹線を大々的に宣伝した。」という意味になります。

tout は「～をしつこく売り込む、大々的に宣伝する、押し売りする」という意味の動詞です。
例：tout for orders「注文を求めてしつこく勧誘する」、touted as a rising star「希望の星としてもてはやされる」

while は接続詞で「～する中で、～する一方で」という意味になります。同時に起こっていることを対比させて言いたいによく使います。

not a few people が主語で「少なくない人々」という意味です。
not a few ～ は「少なくない～」という意味になります。
例：not a few countries in the world「世界中の少なからざる国々」

were beginning to think ～ で「～だと考え始めていた」です。
どういうことを考え始めていたのかというと、
the railway era had ended で「鉄道の時代はもう終わっている」です。
as automobiles and aircraft were coming into wider use で「車と飛行機がより広く利用されるようになる」です。
as も while に似て、対比を意味する接続詞です。「～につれて」という意味合いです。
come into ～ で「～になり始める、～になっていく」という意味です。
例：come into bloom「咲き始める」

wider use は「より広い利用、利用の拡大」です。
use は名詞の時は ユースと発音します。

それではまず文節に分けて日本語に訳し内容を理解して下さい。
