で「私の生まれたところでは、医療用マスクの着用は特にする必要のないものです。それどころか、マスクは重病や医者や病院を連想させるものです。」という意味になります。

Where I come from は決まり文句で「私の出身地では」という意味になります。

surgical mask は「外科用マスク」という意味です。
最近は特に性能の高いマスクがサージカルマスクとして市販されていますね。

not a common thing to do で「特にする必要のない事」です。
a common thing to do で「皆がすべきこと」という意味の慣用句です。
世の中で皆がやることが当たり前と見做されていることと言った意味合いです。

Quite the contrary は「それどころか、全くの逆で」という意味になります。
前文を受けて、「というか全くの逆で」と言った具合に、さらに否定の意を強めたいときに使われます。
quite は「まったくの」、contrary は「正反対、逆」です。

masks are associated with ～ で「マスクは～を連想させる」という意味になります。
be associated with ～ は「～を連想させる、～と結び付けられる」という意味の言い回しになります。

何を連想させるのかというと、
serious illness, doctors and hospitals「重病・医者・病院など」です。
マスクは普段使いする門ではなく、深刻な状況で使われるものだ、というわけです。

それではまず文節に分けて日本語に訳し内容を理解して下さい。
