で「金沢は、一般的な日本への旅行者の観光地としてはまだまだ主要ではないものの、石川県のこの街は、日本の最高の伝統文化にどっぷり浸るのと同時に最先端のアートや食を楽しむのにも素晴らしい場所である。」という意味になります。

While は「～ではあるものの、～である一方で」という意味の接続詞です。
物事の同時性・対称・対比を表したいときに使われます。

isn’t yet a staple で「まだ主要なものではない」という意味になります。。
staple ステイポォは「ホチキス」という意味でもおなじみですが
この場合は「（国などの）主要商品、主要特産品」という意味になります。
例：staple exports「主要輸出品」、staple industry「主要産業」

on the average tourist’s Japan circuit で「一般的な旅行者の日本巡回において」です。
Japan circuit は旅行者の巡回ルート、旅行で回って歩く観光地のことですね。
average は「平均的な」ですが、この場合は「一般的な、普通の」という意味合いです。

this city in Ishikawa prefecture is a great place to ～ で「石川県のこの街は～するのにすごくいい場所だ」となります。
greate place to ～ で「～するのに絶好の場所」となります。

何をするのにいい場所なのかというと、
to steep yourself in the best of the country’s traditions で「この国の伝統の最高に身を浸すのに」
steep oneself in ～ で「～に浸る、～に身を浸す」
steep は「険しい、切り立った、急こう配の」という意味でもありますが、この場合は動詞で「液体に浸す、染み渡らせる」という意味になります。
例：steep oneself in nostalgia「郷愁に浸る」、steep a tea bag in hot water「ティーバックをお湯に浸す」

while simultaneously enjoying some cutting-edge art and food で「最先端の芸術と食を同時に楽しみながら」です。
またwhileが出てきましたが、今回は前置詞で、
while ～ing で「～しながら、～する一方で、～すると同時に」という意味になります。
simultaneously サイマル[テ]イニアスリ は「同時に」という意味の副詞です。
例：simultaneous multiple terrorist attacks「同時多発テロ攻撃」
