で「日本の経済大臣は、政府が来月の刺激策の公表を準備する中で、デフレからの脱却を確かなものにするために政策は生産力と賃金の上昇に焦点を当てる必要があると発言している。」という意味になります。

Japan’s economy minister says ～ で「日本の経済大臣が～と言っている」となります。

policy needs to focus on raising productivity and wages で「政策は生産力と賃金上昇に焦点を当てる必要がある」です。
policy は「政策」です。
needs to focus on ～ で「～に焦点を当てる必要がる」です。
focus on ～ で「～に焦点を当てる、～に重点を置く」です。

何に重点を置く必要があるのかというと、
raising productivity and wages で「生産力と賃金を上昇させること」です。
raise レイズは「～をあげる、もちあげる」です。
wages は「（世の中の平均的な）賃金」という意味になります。
単数形 wage は「賃金、時給」という意味の名詞です。
例：rise of wages「賃上げ」

to ensure an escape from deflation で「デフレからの脱却を確かなものにするために」です。
ensure ～ で「～を確かなものにする、間違いなく～するようにする」という意味の動詞です。
make sure と似た意味ですね。

as the government prepares to announce a stimulus package next month で「政府が来月に経済刺激策を公表する準備をする中で」です。
この場合の接続詞 as ～ は「～する中で」と、同時進行する状況、並記的に何かを書きたいときによく使う言い回しです。
stimulus package は「景気刺激策」という意味の表現です。
stimulus は「刺激剤、刺激」という意味の名詞です。
例：economic-stimulus measure「景気刺激策」
