で「今月初めに８歳の女の子を殺害しようとした容疑で逮捕された４１歳の女性が、裁判に立てるかどうかを判定するために、３か月の精神鑑定を受ける。」という意味になります。

A 41-year-old woman who was arrested on suspicion of attempting to kill an 8-year-old girl earlier this month までが主語（主部）になります。
A 41-year-old woman「４１歳の女性」
who was arrested on suspicion of ～ で「～の容疑で逮捕された」です。
on suspicion of ～ で「～の容疑で」という意味の言い回しです。
suspicion は「容疑、疑い」です。
形容詞は suspicious「疑わしい」、動詞形は suspect です。
attempting to kill an 8-year-old girl で「８歳の少女を殺害しようとしたこと、殺人未遂」です。
attempt は「～しようとする、～しようと試みる」という意味の動詞です。
attempting to kill「殺人未遂」は、実際には「死に至っていない」時に使われる表現ですね。

undergo three months of psychiatric evaluation で「３か月間の精神鑑定を受ける」となります。
undergo ～ は「治療などを受ける」や「つらい経験などをする」という意味の動詞です。
例：undergo a bypass surgery「バイパス手術を受ける」
psychiatric サイキ[ア]トゥリックは「精神医学の、精神科の」という意味の形容詞です。
名詞形は、psychiatrist「精神科医」です。
例：psychiatric patient「精神病患者」、psychiatric evaluation「精神鑑定」
evaluation は「評価、査定、鑑定」という意味の名詞です。
動詞形は、evaluate イヴァリュエイトゥ「評価、診断する」です。

to determine whether she can stand trial で「法廷に立てるかどうかを見極めるために」です。
determine ディターミンは「～を見極める」です。
determine whether ～ なので「～かどうかを見極める」となります。
例：determine whether the cancer has spread「がんが広がっているかを判断する」
stand trial は「法廷に立つ、裁判を受ける」という意味の慣用句です。
