で「日本政府は火曜日、成人年齢を20歳から18歳に引き下げる法案を可決した。これは、18～19歳でも親の同意なしに契約書を交わしたり結婚したりできるという改正となる。」という意味になります。

approved a bill で「法案を承認した」となります。
approve は「承認する、認める」という意味の動詞です。
bill はいろいろ意味がありますが今回は「法案、議案」です。

どんな法案（bill）かというと、
to lower the adulthood age from 20 to 18 で「成人年齢を20歳から18歳に引き下げる（法案）」です。
lower は今回は動詞で「低くする、下げる」という意味になります。
例：lower a blind「ブラインドを下ろす」
adulthood age で「成人年齢」となります。
age of adulthood とも、coming of age ともいいます。

a move that ～ で「～という改正（である）」です。
move は「動き」から、「改正、変更」という意味です。

どんな改正（move）かというと
would enable 18- and 19-year-olds to sign contracts and get married without the consent of their parents. で「親の同意なしに18～19歳が親の同意なしに契約書を交わしたり結婚したりできるようにする」です。
enable ～ to … で「～が…できるようにする」です。
18- and 19-year-olds で「18・19歳の人」です。
sign contracts で「契約書にサインする、契約書を交わす」です。
contract で「契約、契約書」という意味の名詞です。
without the consent of their parents で「親の同意なしに」です。
consent は「同意、承諾」という意味の名詞です。
例：written consent「同意書」、based on mutual consent「双方の同意に基づいて」
