で「全人口の1/3～1/2が内向的な人です。そう、1/3から半分もいるんです。ということは、あなたの知り合い誰でも２～３人のうちの一人ということです。」という意味になります。

A third to a half は「3分の1～2分の1」です。
a third で「3分の1」、
a half で「2分の1」となります。
to は「（～から）～まで」ということ。
from ～ to … の from ～ が省略された形です。
分数（Fractions）の言い表し方をおさらいしておきましょう。

1/3 は one third もしくは、a third です。
1/2 も one half とも言えます。
例：two thirds「2/3」、three quarters「3/4」
分子が2以上になると two thirds と分母が複数形になります。
a third が 2個で two thirds ですね。

So that’s one out of every two or three people you know. で「だから、あなたの知り合い誰でも２～３人のうちの一人ということです。」です。
So that’s ～ で「ということは～だということだ」です。
one out of ～ で「～の中から１」です。
out of ～ は「～の中から、～から」という意味があります。
every two or three people (that) you know で「あなたが知っている誰でも２～３人の人」です。
知っている人を適当に２～３人思い浮かべてみて、その中の一人が必ず introvert だということです。

それではまず文節に分けて日本語に訳し内容を理解して下さい。
