主語 Beijing は「北京」ですがここでは「中国政府」という意味です。
国の政府を、所在する都市名で表す手法です。
例：Washington「アメリカ政府」、Pyongyang「北朝鮮政府」、Tokyo「日本政府」
seek to ～ で「～をしようとする」です。
seek は「～を得ようとする、探し求める」という意味の動詞です。
例：employment seeker「求職者、職を探し求める人」
shrink で「～を縮める、～を縮小させる」です。
例：shrinking world economy「縮小する世界経済」

technology とはアリババを代表とするIT系ビジネス、
financial は今回規制の標的となったAlipayを運営する Ant Group のことです。

potentially は「潜在的に、将来的に」です。
take a stake in ～ で「～に出資する、資本参加する」という意味の言い回しです。

according to ～ で「～によると」です。

a official で「職員、公務員、役人」という意味になります。
～ familiar with the matter は決まり文句で「事情に詳しい～、内情に通じた～」という意味です。
情報筋というやつですね。
matter は「事柄、問題、件、事情、状況」

as ～「～する中で、～する状況の中、同時に～で」という意味の接続詞です。
regulators zero in on the billionaire で「規制当局がそのビリオネアに標的を絞る」です。
regulator は「規制当局、監督官庁」という意味です。
それぞれの業界を監視する国の機関・その役人のことです。
zero in on ～ で「～に銃の照準を絞る」です。
狙い撃ちする、～に的を絞って取り締まるということです。
the billionaire はジャックマー氏の言い換え表現です。
英語では、同一の文中ではできるだけ同じ言い回しを避けるルールがあります。
ちなみにbillonaire は資産10億ドル（1000億円）以上の人を指しますが、
ジャックマー氏の資産は500億ドル以上だそうです。

in a campaign to strengthen oversight of ～ で「～の監視を強めようとするキャンペーンの中で」です。
strengthen oversight で「監視を強める」となります。
oversight は名詞で「監視、監督」です。
動詞形は oversee オウ・ヴァー・[スィ]ーで「～を監視する、～を監督する」です。

何の監視かというと、
(of) an increasingly influential tech sphere. で「ますます影響力が高まるテック業界の」です。
tech sphere で「テック業界、IT業界」です。
tech industry や tech sector とも言えます。
increasingly は「ますます高まって」という意味の副詞です。
