Regarding steps the government should take on the issue, some 48 percent of respondents wanted strengthened measures against secondhand smoking. Of those, approximately 60 percent asked that outdoor smoking locations on the streets and parks, among other areas, be reduced.
で「その問題について政府がとるべき対策に関しては、およそ48%の回答者が受動喫煙に対する強化された方策を望んでいた。その回答者のうち、60%が、他にもいろいろな場所がある中でもとりわけ路上や公園などにある屋外の喫煙場所を減らすべきだと求めた。」という意味になります。

Regarding ～で「～に関しては」という意味の前置詞。
steps (that) the government should take on the issue, で「政府がとるべき対応、その問題について」です。
step で「対応、措置、（目標への）手段という意味があります。
例：take steps to ward off deflation「デフレ回避への措置を取る」
on the issue で「その問題について」です。その問題とは記事中にある通り受動喫煙の問題です。

some 48 percent of respondents までが主語で「回答者のおよそ48%が」です。
some はこのように数字の前で「およそ、約」という意味にもなります。around や about と同じような意味ですね。
wanted strengthened measures against secondhand smoking. で「～が欲しいと言った、強化された対策を、受動喫煙に対しての」です。
strengthened measures で「強化された対処」です。
strengthen ストゥ[レ]ンクスンで「～を強化する、強固にする」です。
measure は「手段、方策」です。
against secondhand smoking で「受動喫煙（二次喫煙）に対抗しての」です。

Of those,「それらの者のうち」
approximately 60 percent で「おおよそ60%が」
asked that ～ で「～ということを求めた」です。
ask ～ は「～を尋ねる、質問する」という意味もありますが、ここでは「～を（欲しいと）求める」です。

どういうことを求めたかというと、that節で、
(that) outdoor smoking locations on the streets and parks, among other areas, be reduced.「とりわけ路上や公園などにある屋外の喫煙場所を減らすべきだと」です。
長いですが outdoor smoking locations on the streets and parks, among other areas, までが主語。
be reduced が動詞となっています。
be が原型になっているのは、asked that ～「～すべきだと求めた」のような【依頼・要望】などの動詞のあとの that節内の動詞は原型を取るという文法ルールに従っています。
いわゆる仮定法現在といわれるやつですね。考え方としては、should が省略されていると考えてもいいかもしれません。
ask 以外にも、require, demand, request, insist, advise などが当てはまります。

among other areas, で「（他にもいろいろな場所がある中でも）とりわけ」という意味の言い回しですね。
例：Among others, the largest opposition party, Minshuto ～「とりわけ、最大野党の民主党が～」
