consider ～ing で「～することを検討する」です。
, a floundering domestic rival, は Nissan を同格で補足説明して「危機的状況になる国内のライバル企業」という意味です。
flounder は「四苦八苦しながらも進む、悪戦苦闘する」という意味の動詞です。
例：The ship floundered in the storm.「嵐の中を船はもがきながらもなんとか進んだ。」です。
to create ～ で「その結果～を作り出すことになる」です。
ここでのto不定詞は「～のために」ではなく【結果】の用法で「結果として～する」です。
