But despite the election extravaganza, global democracy is in worse shape than at any point in the nearly two-decade history of our sister company’s annual index.
で「世界の人口のおよそ半数が、2024年に選挙が行われた地域に住んでいる。およそ16億5000万票が、70以上の国々で投じられた。しかし、このように盛んな選挙の現状にもかかわらず、世界の民主主義は、当社の関連会社が発表する年次指数の約20年の歴史の中で最悪の状態にある。」という意味になります。

Around half the world’s population で「世界の人口のおよそ半分が」です。
around ～ はここでは「およそ、約～」という意味になります。
half the world’s population で「世界の人口の半分」です。
half (of) the world’s population の省略形です。
後ろに the がくる場合は of が省略されることが多いです。
例：half the students「生徒の半数」、all the students「全生徒」
live in places that ～ で「～する場所に暮らしている」です。
(that) went to the polls in 2024. で「2024年に選挙を行った（場所）」です。
go to the polls で「投票所に行く」です。
主語が places なので違和感がありますが、このように場所を主語として「その場所の人々」という意味になることがあります。
例：The city cheered as the team won the championship.「チームが優勝してその都市全体が歓声を上げた。」

Some 1.65bn ballots were cast で「およそ16億5000万票が投じられた」です。
some も around と同じで「約～、およそ～」という意味で使えます。
cast は過去・過去分詞形とも同じ形になる動詞です。cast-cast-cast
ここでは受動態で使われています。
across more than 70 countries. で「70か国以上にわたって」

But ～「しかし～」
despite the election extravaganza, で「この選挙の祭典をよそに」です。
the election extravaganza は、ここでは前述されたような全世界で盛んに選挙がおこなわれている様子を表現しています。
global democracy is in worse shape than ～ で「世界の民主主義は、～よりも悪い状況にある」です。
in ～ shape で「～な状態で」という意味になります。
例：in good shape「健康で、よい状態で」
(than) at any point in ～ で「～の中でどの時点よりも（悪い）」です。
(in) the nearly two-decade history of ～ で「～の20年近くの歴史（の中で）」
(of) our sister company’s annual index. で「弊社の姉妹会社が毎年発表する指標（の歴史）」

それではまず文節に分けて日本語に訳し内容を理解して下さい。
