The phenomenon of hikikomori で「ひきこもりという現象」です。
phenomenon は「現象、出来事」という意味の名詞です。

– long-term social withdrawal – は、直前の hikikomori を言い換えて説明しています。
withdrawal は「引き下がること、引きこもること」という意味の名詞です。
動詞形は、withdraw で「引き下がる、軍を撤退させる、閉じこもる」です。

came to the fore は「表面化する」という意味の慣用句です。
fore は「前面」という意味なので、「前面に来る」→「表面化する」となります。

as an issue involving young Japanese で「若い日本人に関する問題点として」
issue は「問題点」という意味ですが、ほかにも「争点、論点、関心事」という意味があります。
