launch a direct-to-consumer streaming service で「ユーザー直のストリーミングサービスを開始する」です。
launch ローンチは「ロケットを発射する、打ち上げる」と言う意味から「サービスを開始する、発売する」などという意味になります。
a direct-to-consumer streaming service で「ユーザー直のストリーミングサービス」です。
direct-to-consumer で「直販の」です。
consumer は「消費者」です。
streaming service とは「動画配信サービス」のことですね。HuluやAmazonプライム、Netflixなどのようなサービスです。

becoming the latest challenger to fast-growing operators such as Netflix and Amazon. で「NetflixやAmazonなどの急成長サービス運営者にとって遅れてきた挑戦者となる」です。
latest challenger で「最も遅い挑戦者」です。
fast-growing で「急成長している」という意味の形容詞（adjective）です。
例：fast-growing market「急成長の市場」
such as ～ は「～のような、～などの」です。

The U.S. telecom giant, which recently acquired media-entertainment conglomerate Time Warner, までが主語で「最近メディアエンタメの複合企業であるタイムワーナー社を買収したアメリカ通信大手」です。
The U.S. telecom giant で「アメリカ通信大手」です。
telecom は telecommunication の略で「電気通信」です。
giant は「巨人」ですが、会社に使うと「大手企業」と言う意味です。
which recently acquired media-entertainment conglomerate Time Warner は直前を説明した関係代名詞節で「最近メディアエンタメの複合企業タイムワーナーを買収した」です。
acquire アク[ワ]イァーで「～を買収する、入手する、獲得する」という意味の動詞（verb）です。

said (that) ～ で「～と言った。」

the new service would launch in the fourth quarter of 2019. で「その新サービスは2019年の第4四半期に開始されるだろう」と言った。です。
the fourth quarter で「第4四半期」ですね。
quarter は「四分の一」と言う意味です。
