で「これらの人々は、薄型テレビが初めて世に出たときに4万ドルを出した人たちです。たとえそのテクノロジー品質が標準以下でもです。そして、ちなみに、彼らはテクノロジーが素晴らしいからそれを買ったのではなく、自分自身のためにそれを買ったのです。」という意味になります。

These are the people who spent 40,000 dollars on flat-screen TVs で「これらは～な人たちです、薄型テレビに4万ドルを費やす（人たち）」です。
These are the people who ～ で「これらは～する人たちです」という意味の言い回しです。
どんな人たちかというと、
(who) spent 40,000 dollars on flat-screen TVs で「薄型テレビに4万ドルを費やした（人々）」
spent は spend「（お金や時間を）費やす」の過去形です。
spend on ～ で「～にお金を費やす」となります。
flat-screen TV は「薄型テレビ」となります。
日本でいうところの「液晶テレビ」を指します。
flat は「平たい、平らな、平坦な、ぺしゃんこな、薄い、薄っぺらい」という意味の形容詞です。
例：flat breasts「ペチャパイ」

when they first came out で「それらが初めて出た時に」です。
they は flat-screen TVs を指しています。
first come out で「始めて世に出る、新発売される」です。

even though the technology was substandard. で「たとえそのテクノロジーが標準以下でも」となります。
even though ～ で「たとえ～でも、たとえ～だとしても」という意味の言い回しです。
the technology was substandard. で「技術が標準以下（でも）」です。
substandard は「標準以下の、低水準の、品質不良の」という意味の形容詞（adjective）です。
例：substandard drug「品質不良の薬」

And, by the way, で「そして、ちなみに」

they didn’t do it because the technology was so great で「彼らはテクノロジーが素晴らしいからそれを買ったわけではない」です。
they didn’t do it で「彼らはそれをしなかった」です。
do it は buy a flat-screen TV「薄型テレビを買う」ことです。
because ～「～という理由で」です。
because the technology was so great で「技術が素晴らしいという理由で（買ったのではない）」ということです。

they did it for themselves. で「彼らは自分自身のために（それを）買ったのです」です。

それではまず文節に分けて日本語に訳し内容を理解して下さい。
