While robots are becoming increasingly commonplace in Japan and China, they are not usual in conflict-wracked Afghanistan. After decades of war that has left much of the country’s infrastructure in ruins, the sight of a battery-powered waitress has provided some light relief in Kabul.

While robots are becoming increasingly commonplace in Japan and China, they are not usual in conflict-wracked Afghanistan. After decades of war that has left much of the country’s infrastructure in ruins, the sight of a battery-powered waitress has provided some light relief in Kabul.
で「ロボットは日本や中国ではどんどんありふれたものになってきている一方で、紛争で荒廃したアフガニスタンでそれらは一般的ではない。その国のインフラの多くを廃墟にしてしまった何十年もの戦争の後では、電池で動くウェイトレスを見ることはカブール市でちょっとした娯楽になっている。」という意味になります。

While ～ で「～な一方で」という意味の接続詞（conjunction）です。

robots are becoming increasingly commonplace in Japan and China ですので「ロボットは～になりつつある、ますます一般的に、日本や中国では」です。
be becoming ～ で「～になってきている、なりつつある」です。
increasingly インク[リ]ースィングリは「ますます、どんどん」という意味の副詞です。
commonplace [カ]マンプレイスは「通常の、普通の、当たり前の、ありふれた」です。
例：commonplace episode「ありふれた出来事」

その一方で、
they are not usual in conflict-wracked Afghanistan. で「それらは当たり前ではない、紛争で荒廃したアフガニスタンでは」です。
they とは robots のこと。
not usual で「普通ではない、いつもとは違う」です。
unusual ア[ニュ]ージュァォとも言えます。
conflict-wracked で「紛争で荒廃した」という意味の形容詞です。
～ wracked で「～で荒廃した」という意味が作れます。
例：scandal-wracked「相次ぐスキャンダルでぼろぼろの」

After decades of war (that ～) で「～な戦争の数十年の後」です。
decades of ～ で「数十年もの～」です。
どんな戦争かというと、
(that) has left much of the country’s infrastructure in ruins で「（その戦争は）その国のインフラの多くを台無しにした」です。
left は leave の過去形。
leave ～ … で「～を…の状態にして去る」です。
much of the country’s infrastructure 「その国のインフラの多くを」
in ruins「廃墟の状態に、ぼろぼろに」となります。
in ruins は「廃墟になった、荒廃して」という意味の形容詞句です。
ruin ルーインで「廃墟、遺跡」という意味の名詞です。
例：The whole city was in ruins following the bombing.「空襲の後、その都市全体が廃墟と化した。」

the sight of a battery-powered waitress までが主語で「電池式のウェイトレスの眺めは」です。
the sight of ～ で「～の眺め、～を見ること、～を見物すること」となります。
has provided some light relief in Kabul. で「～を提供する、ちょっとした娯楽を、カブールでは」です。
provide は「～を提供する、～を供給する、（機会などを）もたらす・与える」という意味の動詞です。
some light relief で「ちょっとした気晴らし、娯楽」です。
light はこの場合は「軽い、ちょっとした」という意味の形容詞。
relief は「安心」という意味もありますが、この場合は「緊張の軽減、息抜き、気晴らし、娯楽」という意味です。
例：relief from muscle pain「筋肉痛の緩和」

それではまず文節に分けて日本語に訳し内容を理解して下さい。

ロボットはますます一般的になりつつある

日本や中国では

それらは一般的ではない
