で「我々は新世代の優秀な人材を行政に引き込む必要があると思う。行政機関は、劣化の根源ではなく、創造性を生み出す場になることもできるはずだ。」という意味になります。

I believe (that) we need to attract a new generation of ～ で「私は強く思う、私たちは～の新しい世代を引き付ける必要があると」です。
believe は「～を信じる」ですが、このように「強く～だと思う」という意味でもよく使われます。
think ～ の意味を強めたい時に便利な表現です。

attract a new generation of the best and brightest to public service で「～を引き付ける、選りすぐりの人材の新しい世代を、行政に」です。
attract は「～を引き付ける、魅了する」という意味です。
行政が、若い優秀な人材にとって魅力あるキャリアであるべきだという事です。
暗に「現在は」そうなっていないということですね。
the best and brightest は決まり文句で「もっとも優秀な人材たち、選りすぐりの人材、精鋭、最優秀層」という意味です。
public service で「行政、公職、公共サービス」です。
例：public service worker「公務員」

and I believe that ～ で「また～だとも強く思う」

government can be a source of inspiration, not degradation. で「行政機関は～になりうる、創造性の元に、劣化の元ではなく」です。
a source of inspiration で「創造性の元」です。
創造性を生み出すものといういことです。
例：become a source of stress「ストレスの原因となる」、provide a source of strength「力の源を与える」
inspiration は「刺激、鼓舞、創造性、ひらめき、啓示」です。
動詞形は inspire イス[パ]イアで「～を刺激してひらめきなどを与える、元気づける」です。
degradation デグラデイションで「劣化、悪化、零落、分解」です。
動詞形は degrade ディグ[レ]イドゥ「～を低下させる、悪化させる」です。
例：degrade human spirit「人間の精神を堕落させる」、degrade quality「品質を下げる」

それではまず文節に分けて日本語に訳し内容を理解して下さい。
