で「バイデン大統領はアトランタへの旅の途中、そこで起きた銃撃事件の被害者たちに哀悼の意を表した。ヘイトがこの国に入り込む余地は一切ないと断じ、アジア系アメリカ人への犯罪が増える中で、殺された人々のほとんどがアジア系女性であることを指摘した。」という意味になります。

President Biden mourned the victims of ～ で「バイデン大統領は、～を悼んだ、～の被害者たちを」です。
mourn モーンで「～を悼む、追悼する、哀悼する」という意味の動詞です。
名詞形 mourning で「哀悼、服喪、喪に服すこと、喪服」などという意味です。
日本の結婚式でお父さんがよく切るタキシードもモーニングと言いますが、あちらは morning で「午前に着る正装」という意味のようです。

誰を追悼したのかというと、
the victims of the Atlanta shootings で「アトランタの銃撃事件の被害者たち」です。
shooting で「襲撃、発砲」という意味ですがここでは「銃撃事件、銃乱射事件」という意味です。
shootings と複数形なのは、アトランタで同日に３か所で射撃事件が起きたことを指してのことです。

on a trip to the city, で「そのアトランタへの旅の途中で」です。

declaring ～ で「～だと断言して、～だと強く言って」です。
declare ディク[レ]アーで「～を宣言する」です。
ここでは「～と断じる」という意味合いです。

“hate can have no safe harbor in America”で「ヘイトに隠れる場所はない、このアメリカには」です。
hate を擬人化しての表現です。
hate とは様々な対象へ向けての「憎悪、憎しみ」です。ヘイトスピーチという言葉でもおなじみです。
safe harbor で「避難港、隠れる場所」という意味になります。
日本語での「とりつくしま、寄り辺、入り込む余地」などという表現に近いですね。
アメリカではヘイトは絶対に許さないと断言したということです。
harbor は「港湾」という意味以外にも「（犯罪者の）隠れ場所、避難所」などという意味があります。
例：harboring place for insects「昆虫の隠れ場所」

and pointing out (that) ～ で「～ということを指摘して」です。

most of those killed were women of Asian descent で「殺された人々のほとんどが、アジア系の女性だった（ことを）」です。
those killed で「殺された人々」という意味にあります。
those は those people と同じ意味で「～な人々」となります。
例：those who think so「そのように考える人たち」
women of Asian descent で「アジア系の女性たち」です。
descent ディ[セ]ントゥで「（人の）系統、血統」です。
例：American of Japanese descent「日系アメリカ人」、Hispanic descent「ヒスパニック系」
同じ語源の言葉で descendant ディ[セ]ンダントゥで「子孫、末裔」などがあります。
Asian は発音に注意しましょう。アジアンではなく[エ]イジャンという感じになります。

amid a rise in crimes against Asian-Americans. で「～の高まりのさなかに、アジア系アメリカ人への犯罪（の高まり）」です。
amid ～ で「～のさなかに、～の渦中で」という意味の前置詞です。
a rise in ～ で「～の高まり、～の増加」です。
rise ライズは「上昇、増大、値上がり」などという意味の名詞です。
例：rise in blood sugar level「血糖値の上昇」
crimes against Asian-Americans で「アジア系アメリカ人への犯罪」です。
