We, the people, still believe that enduring security and lasting peace do not require perpetual war.
で「そのようにして我々はこの地球を守っていくのです。神によって我々の手に任せられた地球を。それこそが建国の父達がかつて宣言した我が国の信条に意味を添えるものになるでしょう。それでも我々人民は、長続きする安泰と永続する平和は、絶え間ない戦争を必要としないと、信じます。」という意味になります。

That is how we will preserve our planet, で「そのようにして、我々はこの地球を守るのです」です。
that is how ～ は前回と同じく「そうして～するのだ」という意味の言い回しです。
preserve our planet で「私たちの惑星を保護する」です。our planet は「地球」を指します。
commanded to our care by God. で「任された、私たちのケアに、神によって」です。
command は「～を支配する、統治する～を自由にする」という意味の動詞です。
one’s care は「（人の）担当、預かり、保護、監督」ということです。

That’s what will lend meaning to the creed で「それこそが、～に意味を与えるものだ、その信条に」です。
lend meaning to ～ で「～に意味を添える」という意味になります。
lend は「貸す」という意味以外にも「～を添える」という意味があります。
例：lend weight to ～「～に重みを与える」、lend the feeling that ～「～というような趣を添える」
the creed (that) our fathers once declared で「その信条に、我々の建国の父達がかつて宣言した（その信条）」

段落が変わりまして、
We, the people, still believe that ～ で「それでも我々人民は、～ということを信じます」です。
スピーチ内では、同じ言い回しの繰り返し3回目ですね。
何を信じるのかというと、
(that) enduring security and lasting peace do not require perpetual war. で「揺るぎない安泰と永続する平和は、～を必要としない、絶え間ない戦争を」です。
enduring, lasting, perpetual は類義語で基本的な意味は「ずっと続く、永続的な」という意味です。
例：perpetual license「無期限ライセンス」、enduring book「息の長い本」

それではまず文節に分けて日本語に訳し内容を理解して下さい。

神によって
