で「西側諸国の政府が、気候変動対策の課題を静かに脇へ追いやるなか、ある気候活動家はあっけに取られている。それは――気候変動対策に向けた政治的努力の衰えが、あまりにも知的怠慢なやり方で正当化されているからだ。」という意味になります。

As ～「～する中で、～する状況の中」です。
Western governments 「西洋諸国の政府が」です。
Western は「西洋の、西側の」です。
ここでは政治的な文脈なので「西側諸国の、西側陣営の」という意味合い。
民主主義・資本主義の国を指します。
quietly「静かに」
push their climate agendas to the side, で「自分たちの気候変動対策の議題をわきへと追いやる（中で）」です。
push ～ to the side で「～を脇へと押しやる」です。
climate agenda で「気候変動問題の議題」です。
climate ク[ラ]イミトゥで「気候問題の」という意味になります。
climate change「気候変動」からきた言葉ですね。
agenda は「議題」です。
そんな状況の中で、
one climate activist「一人の気候変動活動家が」
is surprised by ～「～に驚かされている、びっくりしている」
(by) the intellectual laziness で「知的な怠慢さ（に）」です。
laziness は「怠慢さ、怠けていること」です。
形容詞は lazy レイズィー「怠慢な、だらけた」
with which ～「その怠慢さを持って」です。
前置詞 withを伴った関係代名詞節です。

the ebb of political effort で「政治的努力の衰え」です。
ebb は「潮の引き」という意味から「衰退、衰え」です。
is being explained away で「簡単に説明され片づけられてしまう」です。
explain away ～ with … で「～を…で説明して片づけてしまう／ごまかす／軽く扱う」という意味のコロケーション。
例：He tried to explain away his mistake with a joke.「彼は自分のミスを冗談でごまかそうとした。」
