Budapest はハンガリーの首都。
low waters laid bare ～ で「低水位が～を露呈した」です。
low waters で「低い水位」という意味です。
lay bare ～ で「～を露呈する、～をさらけ出す、～をあらわにする」という意味の句動詞です。
例：lay bare a conspiracy「企みを暴く」
何を露呈したのかというと、
a Wehrmacht motorcycle from the second world war. で「第二次大戦時代のドイツ国防軍のオートバイ」です。
Wehrmacht 「ヴェーアマハト」はナチス・ドイツ時代の国防軍の名称です。
Near the village of Ryahovo in Bulgaria, で「ブルガリアのリャホヴォ村の近くでは」
the remains of a mammoth became visible. 「マンモスの遺骸が見えるようになった。」です。
remains と複数形で「遺骸、亡骸、残骸、遺跡」という意味の名詞です。
例：fossil remains of a dinosaur「恐竜の化石」
In the Serbian stretch of the Danube で「ドナウ川のセルビアを流れる区間では」
Serbian で「セルビア国の」
Danube [ダ]ニューブと呼んで「ドナウ川」
stretch は「（川のある）一帯、区間」
a fleet of Nazi-era warships で「ナチス時代の軍艦の一団」です。
fleet は「船隊、艦隊、船団」です。
warship は「戦艦、軍艦」
were revealed.「～が姿を現した。」です。
reveal ～ で「～を暴露する、露呈する、見えるようにする」
A record-breaking drought で「記録的な干ばつが」
record-breaking は「記録的な、記録破りの」という意味の形容詞。
drought ドゥ[ラ]ウトゥで「干ばつ」です。
has seen ～ do … は直訳すると「～が…するのを目撃している」です。
ここでの see は、主語に時代・地域・出来事・期間などがきて「～という事態を経験する」という意味になります。
例：The past decade has seen prices drop sharply.「この十年で物価が大幅に下がった。」
see の目的語は、
the waters of Europe’s two longest rivers で「ヨーロッパ最長の２つの川の水位」です。
waters と複数形で「水位」という意味です。
drop to their lowest levels で「それらの川の最低のレベルまで落ちる（のを目撃している）」
since records began in 1880.「1880年に記録が始まって以来で」
それではまず文節に分けて日本語に訳し内容を理解して下さい。
