Reports have recently surfaced that three star companies, SpaceX, OpenAI and Anthropic, are exploring an initial public offering (IPO).
で「10年ほど前まで、野心的な企業にとっては、株式を公開する（上場する）ことは、考えるまでもない当然の選択だった。当時は、今のようにベンチャーキャピタルや企業買収を牛耳る投資界の大物たちが次々と小切手帳を取り出して巨額の資金を投じる時代ではなかったからだ。もっとも、今でもそれは変わらないのかもしれない。というのも最近、SpaceX、OpenAI、Anthropicという三つのスター企業が、IPO（新規株式公開）を検討しているという報道が出てきたからだ。」という意味になります。

For an ambitious business で「野心的な事業にとって」
a decade or so ago,「10年かそれくらい前には」です。
～ or so は「～かそこら、～かそれくらい」という意味の言い回しです。
, before ～「（それは）～よりも前のこと」
venture capitalists and buy-out barons began whipping out their chequebooks, で「ベンチャー投資家や買収の大物が小切手をばんばん切り始める（よりも前のこと）」です。
venture capitalists で「ベンチャー投資家」です。
buy-out barons は「企業買収を得意とする大物たち」です。
buy-out は「企業買収」という意味。
baron は元は「男爵」という意味ですがここでは「有力者、大物」という意味です。
whip out ～ は「～をさっと取り出す」という意味の句動詞。
whip は「鞭」なので、鞭のようにさっと取り出すイメージですね。
例：whip out one’s business card「名刺をさっと取り出す」
その当時は、
going public was a no-brainer. で「株式公開は当然の選択肢だった。」です。
go public で「株を公開する」という意味です。
no-brainer は「頭を使うほどでもないこと、当然のこと」です。

Maybe「たぶん」
it still is.「それは今でもそうである。」

Reports have recently surfaced that ～ で「～という報告が最近浮上してきている」です。
surface で「表面に浮いてくる、表面化する」です。
that ～ は、reports を説明している同格の接続詞 that で「～という（報告）」と訳します。
どんな報告かというと、
three star companies, SpaceX, OpenAI and Anthropic, で「３つのスター企業 SpaceX, OpenAI, Anthropic が」
are exploring ～「～を検討している」です。
explore は「冒険する」でおなじみですが、このように「（アイデアなどを）検討する、詳しく調べる」という意味でも使われます。
an initial public offering (IPO). で「新規株式公開を」です。
initial は「最初の」、public offering で「公に差し出すこと」で、
企業が自社株を初めて公に売り出すことを意味します。

それではまず文節に分けて日本語に訳し内容を理解して下さい。
