signature は「特徴的な、特有の、代表的な、トレードマーク的な」という意味の形容詞。
名詞では「署名、サイン」という意味から、ある物や人・ブランドなどを特徴付け、他と区別するための要素を表します。
例：his signature song「彼の代表曲」
同格のカンマで繋げて
, a handcrafted black leather tote.「職人の手による黒のレザートートバッグ」です。

After she took office,「彼女が首相に就任した後、」
, bag in hand, で「そのバッグを携えて」です。
これは付帯状況を表す独立分詞構文になっています。
省略を補足すると、(with her) bag in hand で「その彼女のバッグを手に持ちながら」です。
例：tears in her eyes, 「目に涙をためながら」、a smile on her face「笑顔を浮かべて」

The bag boom is but one sign of ～ で「このバッグブームは～の兆候のひとつでしかない」です。
(of) the passion で「その熱狂（の兆候）」
ここでの but は副詞で「ただの、単に（～でしかない）」です。
例：A book that is shut is but a block.「閉じられたままの本はただのブロックでしかない。」
どんな熱狂（passion）かというと、
(the passion) Japan’s first female prime minister has inspired. で「日本初の女性総理が掻き立てた（熱狂）」

Ms Takaichi hopes (that) ～「高市氏は～を望んでいる」
(that) that will translate to ～ で「そのことが～に転換される（ことを）」です。
translate は「翻訳する」でおなじみですが、ここでは「～に転換する」です。
to a thumping mandate で「（国民からの）圧倒的な信任」です。
thumping は「巨大な、圧倒的な、叩きのめすほどの」という意味の形容詞。
mandate は「（選挙民からの）信任、委任」という意味の名詞です。
in the snap lower-house election で「衆議院の解散総選挙での」です。
snap election は「解散総選挙」です。
snap は「即座の、突然決まった、準備期間がほぼない、電撃的な」という意味合い。

(election) she has called for early February. で「彼女が2月初旬に行うと決めた（選挙）」です。
call the election (for …) で「（…の日程で）選挙を実施すると決める、招集する」です。
early February で「二月初旬に」です。
ニュース英語でよく登場する early と earlier の違いに注意しましょう。
