Americans are meant to be optimists. When it comes to their economic wellbeing, they lately seem anything but. Their glumness, though, has not relieved them of their appetite to spend. Even as the University of Michigan’s consumer-sentiment index has languished, personal consumption has grown by a respectable 2% or so over the past year.

Even as the University of Michigan’s consumer-sentiment index has languished, personal consumption has grown by a respectable 2% or so over the past year.
で「アメリカ人は生粋の楽観主義者だ。しかし、経済的な暮らし向きとなると、最近の彼らはまるでそうではないように見える。とはいえ、そんな悲観ムードでさえ、彼らから消費意欲を奪うまでには至っていない。ミシガン大学の消費者信頼感指数が低迷している一方で、個人消費はこの1年でおよそ2％という、まずまずの伸びを示している。」という意味になります。

Americans are meant to be optimists. で「アメリカ人は本来、楽観主義者であるはずだ。」です。
meant to be ～ で「～であるはずだ、本来～であるべきだ、～である運命である」という意味の言い回し。
例：fish meant to be eaten raw「生食用の魚」
optimist [ア]プティミストゥで「楽観主義者」ですね。
形容詞形は optimistic オプティ[ミ]スティク「楽観的な」
反対語（antonym）は pessimistic ペスィ[ミ]スティク「悲観的な、厭世主義の」です。

When it comes to their economic wellbeing, で「アメリカ人の経済的な暮らし向きとなると」です。
when it comes to ～ で「～のこととなると、～については」という意味の言い回し。
In terms of 〜 や As for 〜 などとも言い換えられます。
economic wellbeing で「経済的な幸福度」です。
wellbeing は「福利、幸せな状態、健全さ」です。
they lately seem anything but. で「アメリカ人は最近、全くそうではないように見える。」です。
lately は「最近、ここのところ」
anything but ～ は「～とは程遠い、決して～ではない」という意味の強い否定。
ここでは anything but ～ と、後が省略されています。
anything but optimistic「楽観的にはほど遠い」 が省略されていると考えられます。
ここでの but ～ は「～以外の」という意味の前置詞の用法ですね。
例：He is anything but shy.「彼は決して内気ではない。」

Their glumness, though, で「とはいえ、彼らの悲観ムードは」
has not relieved them of ～ で「彼らを～から解放してはいない」です。
relieve ～ of … で「～から…を取ってやる、…から～を解放する」です。
them は Americans を指しています。
(of) their appetite to spend.「彼らの消費意欲から」です。
appetite [ア]ピタイトゥは「食欲」という意味の名詞。
spend はここでは「お金を消費する」です。
relieve ～ of … の … には、ふつう「重荷・悩み・不要なもの」のようなものが来ますが、
appetite to spend が来ているため、軽い皮肉が感じられます。
つまり、アメリカ人は経済に不安を感じているくせに買い物欲はまだしっかり残っている、という少し呆れたようなニュアンスですね。

Even as ～「～ではあるが、～なのに」
the University of Michigan’s consumer-sentiment index has languished,「ミシガン大学の消費者信頼感指数が衰えている（のに）」
languish は「（人や動植物が）衰える、弱くなる、勢いがなくなる」
personal consumption has grown「個人消費は伸びている」
by a respectable 2% or so で「2％かそこらという立派な伸びで」です。
by ～ は「～の分、～だけ」と変化の単位を表します。
respectable は「まずまずの、立派な、なかなかの」
～ or so で「～かそこら」という意味の言い回し。
over the past year.「過去1年にわたって」です。

それではまず文節に分けて日本語に訳し内容を理解して下さい。

アメリカ人は本来、楽観主義者であるはずだ

～のこととなると
