Mark Zuckerberg のハーバード大学の卒業式でのスピーチ（2017年）です。

There are people in every country for global connection and good people against it. This isn’t going to be decided at the UN either. It’s going to happen at the local level, when enough of us feel a sense of purpose and stability in our own lives that we can open up and start caring about everyone. The best way to do that is to start building local communities right now.

There are people in every country for global connection and good people against it. This isn’t going to be decided at the UN either. It’s going to happen at the local level, when enough of us feel a sense of purpose and stability in our own lives that we can open up and start caring about everyone. The best way to do that is to start building local communities right now.
で「どの国にも、世界とのつながりを支持する人々がいる一方で、善意からそれに反対する人もいます。そして、この問題は国連で決まるものでもありません。それは地域レベルで起こることなのです。私たち一人ひとりが、自分の生活の中で目的意識と安定を感じられるようになり、心を開いて、他者を思いやれるようになったときに。そのための最善の方法は、今すぐ地域コミュニティを築き始めることです。」という意味になります。

There are people in every country で「どの国にも～な人々がいる」
(people) for global connection で「グローバルな繋がりを支持する（人々）」
for ～ は「～に賛成の、～を支持する」という意味を表す前置詞。
逆に「～に反対な」は against ～ です。
and ～「また～」
good people against it. で「それに反対する善良な人々（もいる）」です。
good people で「善良な人々」
against it「それに反対な」です。
悪人ではなく善意・良識から反対している人々という含みです。
it は先程の global connection を指しています。

This isn’t going to be decided at the UN either. で「このことは、国連で決められるものでもない。」です。
the UN は the United Nations の略で「国際連合、国連」です。
ここでの either は not ～ either と、否定文で使われて「～もまた…ない」となります。

It’s going to happen at the local level, で「それはローカルレベルで起こるものだ。」です。
, when ～「～する時に」
enough of us feel a sense of ～ で「我々の内の十分な人数が、～感を感じる（ときに）」
(a sense of) purpose and stability で「目的意識と安定感（を感じる）」です。
a sense of purpose で「目的意識」
a sense of stability で「安定感」
in our own lives「自分自身の生活の中で」
enough ～ that … で繋げて「…するくらい十分な～」となります。
so ～ that … 構文の so が enough に置き換わった形と考えればしっくりきますね。
we can open up and start caring about everyone.「私たちが心を開いて周りのみんなを思いやり始めることができる（くらい十分な）」

The best way to do that is ～ で「それをやる最良な方法は～」
to start ～「～し始めることだ」
building local communities「地域コミュニティを作り（始める）」
right now.「今すぐに」です。
