Senate Democrats have filed legislation で「上院の民主党議員たちが法案を提出した」です。
senate [セ]ニトゥは「（アメリカ）上院」という意味の名詞。
Senate Democrats なので「上院の民主党議員たち」となります。
逆に「下院」は House となります。
例：House Democrats「下院の民主党議員たち」
filed legislation で「法案を提出した」です。
どんな法案かというと、関係代名詞のthat以降で説明して
that would prevent the U.S. from ～ で「（その法案は）アメリカが～するのを阻止する」です。
prevent ～ from …ing で「～が…するのを阻止する」という意味のコロケーション。
(from) attacking Cuba「キューバを攻撃する（のを阻止する）」
without congressional approval「議会の承認なしに」です。
congressional は「議会の」
名詞形は congress で「（米）議会、国会」です。
as ～「という状況の中で、～する中で」
they seek to force a vote on ～ で「彼らが～について投票を迫ろうとしている（中で）」
they は前出の Senate Democrats を指しています。
force ～ on … で「…に～を強いる、押し付ける、課す」
a vote はここでは「一票」ではなく「（表決方法としての）投票、採決、議決」です。
on President Donald Trump’s stated goal of ～「ドナルド・トランプ大統領の公言された～という目標に」です。
stated goal で「公言された目標、表明された目標」
どんな目標かというと、
(goal of) a “takeover” of the Caribbean country. で「カリブ海のその国の掌握（という目標）」です。
the Caribbean country は Cuba の言い換え表現。
takeover は「（力ずくでの）掌握、奪取、獲得」です。
Democrats have repeatedly used ～「民主党議員たちは繰り返し～を使ってきた」
a war powers resolution で「戦争権限決議」という意味になります。
これは、ベトナム戦争の教訓から米大統領が議会の事前承認なしに軍事行動を開始する権限を制限するために制定された連邦法である War Powers Resolution「戦争権限法」に基づいた決議（a resolution）です。
