意訳すると「習氏にとっておよそ７年ぶりの訪問となるものにおいて」です。
この in what ～ の言い回しはニュース・評論・少し硬めの文章でよく使われて「～なるものにおいて」という意味合いです。
例：He grew up in in what was called the Great Depression.「彼は大恐慌と呼ばれる時代に育った。」
His trip will be the latest で「彼の訪問は最新の一手となる」です。
in a series of steps by China で「中国による一連の措置のなかで」
ここでの steps は「（段階的な）取り組み、手順、措置」です。
to reinforce its close ties with ～ で「同国の～との密接な関係を強化するための（一連の措置）」です。
reinforce リーイン[フォ]ースで「～を強化する、～を補強する」という意味の動詞。
建築用語の「RC造」は、reinforced concrete の略ですね。
its は中国を指しています。
(with) its nuclear-armed neighbor. で「同国の核武装した隣国（との）」
こちらの its も同様に中国を指しており、its nuclear-armed neighbor で「北朝鮮」の言いかえ表現となっています。

has reached out to Russia で「ロシアに接触してきた」です。
reach out to ～ で「～に接触する、接近する、～に援助の手を差し伸べる」です。
in recent years,「近年」
notably by sending ～ で「特に～を送ることによって」
notably は「特に、とりわけ」という意味の副詞。
(sending) troops and conventional weapons で「部隊や、通常兵器を（送ることによって）」
conventional weapons は「従来型の武器」ですが、核兵器・化学兵器・生物兵器などの大量破壊兵器以外の兵器、という意味です。
例：conventional approaches「ありきたりな方法」
逆に、核兵器・化学兵器・生物兵器などの大量破壊兵器のことは、WMDs（weapons of mass destruction）と言います。

この its は直前の Russia を指しています。
