To those new states whom we welcome to the ranks of the free, we pledge our word that one form of colonial control shall not have passed away merely to be replaced by a far more iron tyranny.

で「自由な国々の仲間入りを果たす新しい国家の皆さんに対して、私たちは誓います。ひとつの形の植民地支配が消え去ったと思ったら、ただそれが、はるかに鉄のように厳しい専制支配に置き換わっただけだった――そんなことには決してならない、と。」という意味になります。

To those new states で「それらの新しい国家たちに対して」
whom we welcome で「我々が歓迎する（新しい国家たち）」
to the ranks of the free,「自由な国々の仲間へ」です。
ranks は「（共通の特徴を持つ人々の）集団、部類」という意味になります。
the free で「自由な者」です。ここでは国なので、（独裁国家ではなく）自由主義の国ということです。
JFKの就任演説は 1961年1月20日 なので、直前の 1960年は「アフリカの年」と呼ばれ、アフリカで多くの国が独立しました
この文の new states は、かなりの部分で、この 1960年前後に独立したアフリカ諸国を念頭に置いています。

we pledge our word that ～ で「我々は～ということを固く約束する」です。
pledge one’s word で「約束する」という意味のかしこまった言い回し。
どんな約束かというと、
one form of colonial control ～「植民地支配の一つの形態が」
shall not have passed away merely to be ～ で「～になるためだけに、消え去ったという結果になってはいけない」
shall not have ～ は、少しかしこまった未来完了形で「～になってしまってはならない」です。
to be replaced by ～ で「～に取って代わられるためだけに」
by a far more iron tyranny.「はるかに鉄のように厳しい専制支配に（取って代わられる）」です。
colonial は「植民地の」という意味の形容詞。
control は「統制、支配、規制、管理」などという意味です。
pass away は「消え去る、過ぎ去る、いなくなる」
merely は「ただ単に、～にすぎない」という意味の副詞。
merely to be replaced by ～ で「たんに～に置き換えられたにすぎない」です。
iron tyranny で「鉄のように厳しい独裁」です。
ここでの iron は形容詞で「鉄のように冷酷で強圧的な」という比喩ですね。
つまり、植民地支配からは独立したものの、ソ連型の共産主義的支配に飲み込まれてしまわないように、ということですね。

それではまず文節に分けて日本語に訳し内容を理解して下さい。

それらの新しい国々に対して

whom we welcome
私たちが迎え入れる

to the ranks of the free,
自由な国の仲間に

we pledge our word that
我々は堅く約束する

one form of colonial control
