The first degree of folly is to conceit one’s self wise で「愚かさの第一の段階は、自分の賢さにうぬぼれること」という意味になります。
degree [ディ]グリーは「（温度の）～度」と言う意味でお馴染みですが、「（進行の）段階、程度」と言う意味があります。
例：degree of interest「関心度」
folly [ファ]リは「おろかさ、愚行」と言う意味の名詞です。
例：height of folly「愚の骨頂」
conceit コン[スィ]ートは、動詞では「うぬぼれる、思い付く」という意味で、名詞では「うぬぼれ、思いつき」という意味になります。
例：conceited eye「思い上がった目」

the second to profess it で「第二はそれを公言すること」という意味です。
profess プロ[フェ]スは「公言する、明言する」という意味の動詞です。
名詞形は profession プロフェッション「（信仰や信念の）表明、宣言、専門的職業」です。

the third to despise counsel で「第三は助言を軽視すること」となります。
despise ディス[パ]イズは「侮る、さげすむ、軽視する、嫌う」と言う意味の動詞です。
例：despise a liar「うそつきを軽蔑する」
counsel [カ]ウンスルは「助言、忠告」と言う意味の名詞です。また「助言する」と動詞としても使えます。
