日本の出生率がほんのちょっと上向きになったという記事からの引用です。

Although a record-low number of babies are being born in Japan annually, the average number of births per woman – the total fertility rate (TFR) – has been inching upward since around the turn of the millennium.
で「日本では赤ちゃんが生まれる数で過去最低の数字が毎年生み出されているが、女性一人あたりの出産平均数（出生率TFR）が、2000年を折り返した頃から、ほんの少しながら上向き出している。」という意味になります。

although は「～だが、～だけれども」という意味の接続詞です。

a record-low number で「記録的に低い数字、過去最低の数字」という意味です。
record-low ～ で「記録的に低い、過去最低の」という意味の形容詞です。
例：record-low voter turnout「過去最低の投票率」
逆は、record-high で「過去最高の」です。
例：record-high oil price「過去最高の石油価格」

the average number of births per woman で「女性一人あたりの出産平均数」という意味です。
per ～ は「～あたり、～につき、～毎に」という意味です。
例：per second「一秒あたり、毎秒」、per hour「一時間あたり、毎時」

the total fertility rate で「合計特殊出生率（TFR）」と言って、
人口統計上の指標で、一人の女性が一生に産む子供の平均数を示します。
fertility とは「土壌の肥沃さ、土地の農産物の生産力」という意味合いから、
「生産性、繁殖力、生殖能力」という意味でも使われます。
形容詞形は fertile ファートォで「肥沃な、繁殖力のある、創造力に富む」という意味です。
例：fertile ground「肥沃な土地」、fertile mother「多産の母親」、fertile egg「受精卵」

inch upward で「少しずつ上向く」という意味になります。
inch は長さの単位インチという意味でおなじみですが、動詞では「少しずつ動く」という意味で使います。
upward は「上に、上向きに」という意味の副詞です。

around the turn of the millennium で「2000年の折り返しごろから」という意味です.
millennium は「1000年の」という意味なので、この場合は直近の西暦2000年の事を指します。
