で「交通や電気ガス水道を遮断し隣接するビルを持飲み込む恐れがあった巨大な陥没穴が開いて、たった一週間後の火曜日に福岡市の通りが再開した。」という意味になります。

A street in the city of Fukuoka で「福岡市の通り」です。
reopen は「再び開かれる、再開する」という意味の動詞です。
re- + open ですね。

only a week after ～ で「～のたった一週間後に」です。
a day after ～ なら「一日後」、2 months after ～ なら「2か月後」です。

a week after a huge sinkhole opened up なので「巨大な陥没穴が開いた一週間後」となります。
sinkhole は「陥没穴」という意味です。
sink は「沈む」、hole は「穴」ですね。

disrupting traffic and utilities and threatening to engulf nearby buildings で「交通と電気ガス水道を遮断して近隣のビルを飲み込む恐れがあった」という意味です。
utilities は「電気ガス水道」という意味です。
例：utilities bills「公共（電気ガス水道）料金」
threaten to ～ で「～すると脅かす、～する恐れがある」という意味です。
threaten は「脅かす、恐れがある、脅迫する」という意味の動詞です。
名詞形は threat スレッドゥ「脅威、脅迫、危険な存在」です。
engulf nearby buildings で「隣接するビルを飲み込む」です。
engulf は「飲み込む、巻き込む」という意味の動詞です。
例：Flames engulfed a building.「炎がビルを飲み込んだ」
nearby ニアバイは「隣接する」という意味の形容詞です。

それではまず文節に分けて日本語に訳し内容を理解して下さい。
